Update since my 1992 Coin World & Canadian Coin News Articles
RCM has indicated that all dies made for this issue going all the way back to the masters were hubbed.
No need to speculate about the master tools being made otherwise.  This is a hubbing variety - not Reduction Lathe Doubling.
